Would now be a good time to invest in a buy to let property?

We have money saved and can secure a mortgage. We are just unsure as we seem to be hearing conflicting reports regarding the current housing market. The short term numbers all seem to add up and rental income would more than cover the mortgage repayments. We also seem to have a very good rental market and are assured by an independent source that we would have no trouble letting the property. I guess our one and only big concern in the matter is the value of the property falling as we may need to sell quite quickly.

Can Power Of Attorney be changed during a house sale process if the owner dies?

Somebody I know has found a house for sale where the vendor is a Power Of Attorney to the owner, an elderly lady in a home no longer capable of looking after herself.
The vendor wants to sell the house quickly as he will no longer be Power Of Attorney or be part of the will after the lady has died. It is thought she only has a few weeks to live as she is terminally ill.
He is letting it go cheap but wants to add £20,000 to the sale price to keep for himself on the side. I am considering buying the property, but would like to know what happens if the lady dies during the sale process. Will the sale automaticaly fall through as the will comes into force, will I then get the property without having to pay the extra £20,000 (which I am not sure if the solicitors even know about) or will nothing change for me.
Thankyou for your help.
