Some people just don't like living near children. I admit I'm one of them. Parents have the ability to "tune out" the noise their child makes, but it's still quite grating on everyone around them. The higher pitched the noise, the more easily it travels through walls, so a screaming or crying two-year-old is probably being heard loud and clear by your neighbor. You perhaps can't help that you have a kid, but you can help how much and how long the noise goes on.

I don't know about UK, but in the US, while you cannot discriminate against families with children, meaning inconsiderate families can move anywhere they like and impose on peace-seeking adults and landlords cannot guide them to more appropriate units, there are standards of noise that they still have to comply with. It's called the "quiet enjoyment of the property." Two-year olds are just bundles of obnoxious noise to everyone but their parents. If your child is disruptive to people's enjoyment of their home, you might consider rearranging her room, exchanging it with yours, or just move before you are legitimately asked to leave. I used a white noise machine to sleep in my old apartment because while no one should expect to do whatever they like when they choose to live in a communal property, neither can people expect absolute silence. But there are limits.
